Delegate stressed Germany Permanent Representative to the United Nations Monday that a Committee of the UN Security Council has lifted the name Saudi dissident Saad Al-Faqih and his group movement for Islamic reform "from the list of sanctions on Al-Qaida.

According to the Reuters news agency that the decision to lift the name Faqih of the list came after a failed Al-Qaeda sanctions Committee of the Security Council to reach a consensus to ignore the recommendation by the United Nations list of penalties for rule by excluding the name Faqih from the blacklist of the international organization.

German Ambassador to the United Nations, Peter Wittig, in a statement Monday: "after extensive consideration by the Committee today deleted input Mr. Saad Al-Faqih and his group Rashid Mohamed of Al-Qaeda sanctions list."

Added vitig, who heads Al-Qaeda sanctions in the Security Council: "the basic question the Committee had to consider is whether sufficient information is available and provides a reasonable basis for a credible result stating that an individual, group or project or entity associated with Al-Qaeda?"

Another diplomat said the United Nations, speaking on condition of anonymity, "Faqih may not be a Saint, but he does not belong to this list".

Other diplomats said that the decision to delete the name Faqih and his group from the list mentioned came into effect at midnight Sunday/Monday (0400 a GMT).

For its part, said Victoria Noland, a spokeswoman for the State Department, "the UN sanctions Committee fails to reach a consensus on retaining the name Al-Faqih, was lifted despite us concerns."

She added: "this does not change the fact that the u.s. sanctions list, with no effect what happened today on the way in which we deal with it."

She concluded by saying: "this has happened within the framework of the United Nations, but we have not changed our view, and we have some concerns about graduation."

Diplomat at the United Nations on Sunday revealed that the name Faqih "will soon" from the list of international sanctions on Al-Qaida, despite strong objections from Saudi Arabia.

The name Al-Faqih, a resident of London, was added to the UN list of penalties for rule in December 2004, just days after the US Treasury Department imposed sanctions against it in connection with the said regulation.

Commenting on the decision removed from the blacklist, Faqih said: "it was an uphill battle.

He added: "everything that has happened over the last eight years is that innocent, peaceful activists operating under the law had been the victim of a conspiracy of tyrants at Bay, backed by major powers".

The scholar, who was previously a Professor of medicine at the University of Saudi Arabia, heads the Islamic reform movement in Saudi Arabia.

Insists Al-Faqih, a prominent critic of the Saudi royal family, he and his group are committed to peace and that have nothing to do whatsoever with Al-Qaida.

Before adjourning the name Faqih from the list, there were 252 people, 69, entity or group, on the UN sanctions list for the rule, including Al-Faqih.

Diplomats, who spoke on condition of anonymity, said Britain is one of four members of the Security Council endorsed the recommendation of the Rapporteur of the Committee on sanctions, Kimberley Prost, removed from the blacklist, jurist, and despite strong objections by Riyadh.

No spokesman for the Saudi Mission to the United Nations on the request for comment on the subject of graduation from the list of penalties-Faqih.

The Ambassadors said that three other States that supported the recommendation of Proust, Canadian national, is Germany and South Africa and Guatemala.

Diplomat: "in fact, the Saudis have tried to prevent the lifting of the name Al-Faqih, and I don't think that the decision in London (with support removed) was an easy decision."

A spokesman declined the British mission to the United Nations from commenting on the resolution, saying "the Committee procedures.
