Diplomats said the faltering talks sponsored by the United Nations to reach an agreement to regulate the arms trade in the world because of the dispute over Palestinian participation.

The Treaty is expected to shift that may fall outside of these talks on trade in conventional weapons without transfers that could be used against civilian populations or ltagage conflict, as well as to develop specific criteria for arms trade.
